Managing Agent Joseph Chaffers - Absent Members present – Rodger Axt 3.0 Painting Contract: At the prior Board meeting, the Board received 4 bids ranging from $110,000 to $190,000. The Board discarded the high and low bids. The low bid was ridiculously low, less than the bid for the 1996 painting job which ended in litigation when The Glen had to sue Saleh Painting to finish the job. The high bid was significantly higher than the next highest bid. The Paint Committee consisting of Rutherford and Rodger Axt looked at one Ekim Painting project (Spanish Bay) and two Walls Painting projects (San Carlos Village in Soquel and Seascape. The committee found Walls Painting to be superior to Ekim but recommended Ekim because his bid was $34,000 less than Walls. Board agreed to contract with Ekim if Ekim could start by mid-September. Today’s meeting was to discuss the type of paint and modifications to the contract proposal from Ekim. Paint - Ekim Painting wanted to use Dunn-Edwards. The proposed contract only warrants the paintjob for five years. Rugar advised the July 2003 Consumer Reports highly recommended Glidden paint and did not even rate Dunn-Edwards. Rugar and Rutherford want to require Glidden paint be used. Axt said Carmel Valley Manor was painted with Dunn-Edwards and he had not seen a problem. Axt will contact the Dunn-Edwards representative. If they make a top grade seven year paint, we will specify that type of paint in the contract. Retention – Ekim proposed 5% retention. Board agrees 10% is appropriate in case a supplier does not get paid. “The Glen of Pacific Grove Homeowners Association Scope of Work” to be incorporated into the contract. Bond – Rugar under the impression that Ekim’s bid included obtaining a bond. Ray says Ekim’s bid does not include a bond. Axt says we don’t need a bond because if a supplier notifies us that he hasn’t been paid, Ray will issue the checks in the names of Ekim and the unpaid supplier. Grossman will look into the lien statute. 4.0 ADJOURNMENT – at 6:45 p.m.
