3.0   AGENDA REVIEW / RESIDENT REQUESTS – none

4.0   APPROVAL OF MINUTES –

5.0   REPORTS

5.01     FINANCIAL REPORTS – Ray advises Union Bank fees excessive, $355 over two months. San Jose National Bank charges 0.35 per unit or $21 per month for everything. Motion by Grossman, seconded by Rutherford, to move all Union Bank accounts to San Jose National Bank. Motion carries. Ray notes page 19 of the CC&Rs require a separate account for money to pay insurance premiums. The Board interprets "separate account" to mean a paper accounting and not an actual physical bank account. Grossman notes that in the past, insurance premiums which are paid once a year have come due with little notice to the Board and little time to schedule meetings in order to agree to pay the premiums. We need a method whereby those premiums can be paid by Management Cost Controls ("MCC") without the Board having to meet. Motion by Grossman, seconded by Rugar, to open a separate account to fund payment of insurance policies, to authorize MCC to transfer sufficient funds into the account to pay insurance premiums, and to authorize MCC to have check-writing privileges to pay insurance premiums. Motion passes. Ray reports Amrik Chand, CPA, will charge us $1900 for a full audit. Motion by Ray, seconded by Grossman, to hire Chand to perform a full audit. Motion passes.

5.02     WELCOMING REPORT – Rutherford advises there are new tenants in #38 and #54.

5.03     WEBSITE REPORT – no report.

            5.04     GARDENING REPORT – Rutherford advises Susan had requests which were fulfilled and the keys are gone from the shed. Rugar advises there are two new employees, four including Jose, and Susan is here two or three times a day. Wolfgang notes there is trash outside the gate.

            5.05     EMERGENCY PREPAREDNESS REPORT – Pollock reports based upon what she heard at the ECHO conference, The Glen is way ahead of other CIDs (community interest development) in our preparedness.

5.06     RULE COMPLIANCE REPORT – Pollock reports one violator is moving away on July 10th and there is lots of parking around #38.

5.07     MAINTENANCE REPORT – Rutherford advises Granite Construction and Silicon Paving both inspected Glen Lake Drive and will submit quotes. They say it does not need re-surfacing. In ten days, two guys will start working on the dividers. They will be paid from the Painting Reserve Account.

            5.08     LAKE REPORT – Rutherford advises he will be adding some product to the lake.

            5.09     WILDLIFE CONTROL REPORT – Rugar advises no new raccoons caught.

            5.10     ARCHITECTURAL CONTROL REPORT – Ken Morley advises there is no report.

            5.11     AD HOC COMMITTEES:

                        a.   Document Revision – deferred.

                        b.   Finance Review – deferred.

                        c.   Election Committee – deferred.

            5.12   STAFF REPORT / NEWSLETTER ITEMS –

                        a.    Garage Sale - pedestrian gate will be left open.

                        b.    Blood Drive – Pollock reports a blood drive will be held on 8/18/04 in the Arnett Park parking area from 10:00 a.m. to 1:00 p.m.

                        c.    ECHO Report -  Ken Morley accompanied all Board members (except for Jim Ray) at the ECHO Annual Seminar. Very fun, very educational.

6.0   UNFINISHED BUSINESS

6.01    Painting – Pollock reports architect Jeanne Byrne is putting together a proposal with color charts hopefully by the first week in July.

6.02    Rules for Renting - Pollock reports 17 units in The Glen (29%) are rentals. At the ECHO Seminar, one of the classes advised to keep a ceiling of 25% on the number of rentals. Otherwise, FANNIE MAY may not issue mortgages. Rutherford advises he manages Ocean Forrest CID and Lending Tree refused to write a loan on one of the units there because of the high number of rentals.
